Sex Offender Gaps
Offender Was Not Covered by State Law
A comparison of registered sex offenders against the CODIS database may reveal offenders not required to submit a specimen in their convicting state, but who have since relocated to a state in which they are required to register. There are only two ways to collect this specimen: enacting legislation or obtaining consent.
