Officers Turner and Anderson have been dispatched to a call involving some type of drug usage in an apartment complex. They were given a description of a Hispanic male standing behind one of the buildings smoking marijuana.

When they arrive, they see a Hispanic man standing alone. The man looks at the officers and throws something. The man appears to be high or intoxicated.
