Continued operations and maintenance of the National Law Enforcement and Corrections Technology Center-National (NLECTC-National). This center serves as the clearinghouse for information dissemination for the NLECTC Center System through creation of a toll-free telephone hotline, publications, JUSTNET, LECTAC, and participation at conferences and exhibits. This center also manages the voluntary compliance testing of public safety products and assesses the technology needs of the public safety community by coordinating activities of the Law Enforcement and Corrections Technology Advisory Council (LECTAC).
The National Law Enforcement and Corrections Technology Center (NLECTC) - National will provide support to the National Institute of Justice's AGILE Program in three main areas. First, NLECTC - National will provide maintenance of the program website (www.agileprogram), which includes broadband service access to the Internet. Next, they will operate and maintain the SiteScape website, which is an on-line collaboration tool used by AGILE program and the Center System to share information and collaborate on projects. Finally, NLECTC-National Center will be supporting AGILE outreach efforts by providing conference booth materials and support.

The testing will be conducted in connection with baseline testing conducted for the Transportation Security Administration (TSA). This funding will leverage TSA's cost-sharing for baseline testing and provide law enforcement and corrections practitioners with test data based on the NIJ standard. It is proposed to publish the results for use by the criminal justice community.

In conjunction with the Office of Law Enforcement Standards, NLECTC-National will provide editorial support to develop two Technology Reference Guides, and in conjunction with the Investigative and Forensics Sciences Division (IFSD), Office of Science and Technology, National Institute of Justice, will provide editorial support to develop a Forensics Report to Congress.

These funds to Aspen Systems Corporation are to enable them to establish a Technical Working Group (TWG) to identify law enforcement requirements for personal protective equipment. The TWG will be comprised of 12-15 members representing mid-level practitioners with responsibility for technology review, procurement and implementation, as well as members from appropriate "communities of interest." To identify requirements, the TWG will meet throughout the year to assist in defining technology needs and operational requirements and to help in identifying, validating, and evaluating OST and other research and development activities. TWG members will maintain and share current awareness of related technology issues and initiatives in this area, and will seek to develop strong alliances and partnerships with appropriate organizations.
