Description of original award (Fiscal Year 2005, $2,884,930)
These funds to Aspen Systems Corporation are for the continued operations and maintenance of the National Law Enforcement and Corrections Technology Center-National (NLECTC-National). This center serves as the clearinghouse of information dissemination for the NLECTC Center System through creation of a toll-free telephone hotline, publications, JUSTNET, LECTAC, and participation at conferences and exhibitions. This center also manages the voluntary compliance testing of public safety products and assesses the technology needs of the public safety community by coordinating activities of the Law Enforcement and Corrections Technology Advisory Council (LECTAC).

The National Law Enforcement and Corrections Technology Center- National (NLECTC-National)will support the Office of Science and Technology research, development, test, and evaluation (RDT&E) process by assisting in the identification of technology needs and operational requirements; coordinating testing, demonstration, and evaluation of new technologies emerging from the OS&T R&D cycle; and assisting in capacity building and technology assistance to the public safety community. The principle focus of NLECTC-National will be to serve as a clearinghouse of information dissemination for the Center System through a toll-free telephone hotline, publications, JUSTNET, LECTAC, and participation at conferences/exhibitions. The center also manages the voluntary compliance testing of public safety products. These activities will be in support of the RDT&E process. NLECTC-National will serve as the Technology Coordinator for the Body Armor: AG Initiative and Personnel Protection Technology Working Groups.

NLECTC-National will assist in the identification of State and local criminal justice agency technology needs and operational requirements; testing, demonstrating, and evaluating new technologies emerging from the OS&T R&D cycle to assist State and local agencies with their procurement activities; and providing capacity building and technology assistance to the public safety community.
NLECTC-National will also support the development and evaluation of new technologies for use by state and local criminal justice agencies through supporting OST RDT&E communications interoperability programs.
NLECTC-National will support the NIJ Body Armor RTD&E process through testing and evaluating vests and supporting the underlying research necessary to improve officer safety. The results of these testing and evaluation activities will assist State and local public safety agencies with their armor procurements and also ensure that BVP funds are only used for purchasing armor that complies with NIJ standards.
