This paper presents a summary of the 2009 Improvised Device Defeat Commanders Summit held in Denver, CO related to local preparedness in the global threat of terrorism.
Abstract
Twenty-five United States bomb squad commanders and 10 of their non-United States counterparts who participate in bilateral research and development programs with the United States attended the 2009 Improvised Device Defeat Commanders Summit held in Denver, CO. The participants of the conference brought with them examples of the technical and tactical challenges they have faced and the solutions they have developed in order to share with others the knowledge needed the global terrorism movement. The conference brought together a worldwide bomb technician community of practice focusing on issues such as vehicle-born improvised explosive devices (VBIEDs), person-born improvised explosive devices (PBIEDs), homemade explosives, training, and intelligence. This paper provides a summary of shared lessons learned from participants at the conference.
