Since the adoption of the United Nations Convention on the Rights of the Child in 1989, great strides have been made in the areas of child protection and advocacy. However, the concept of children, and specifically adolescents, as functional and engaged citizens has also emerged. Through the guidance and recognition of adults, children can participate in deliberative democracy as legitimate and competent citizens. This citizenship, like that of adults, can be used to enrich and improve local communities by creating a sense of ownership and fairness. Dr.

Going Home (or Not): How Residential Change Might Help the Formerly Incarcerated Stay Out of Prison

Dr. Kirk discusses how Hurricane Katrina affected those formerly incarcerated persons originally from New Orleans and their likelihood of returning to prison. Kirk also discussed potential strategies for fostering residential change among those who were incarcerated, focusing specifically on parole residency policies and the provision of public housing vouchers.

Changing the Behavior of Drug-Involved Offenders: Supervision That Works

A small number of those who commit crimes are heavily involved in drugs commit a large portion of the crime in this country. An evaluation of a "smart supervision" effort in Hawaii that uses swift and certain sanctioning showed that individuals committing crimes who are heavily involved in drug use can indeed change their behavior when the supervision is properly implemented.

Domestic Violence Shelters: The Experience of the Survivor

June 2009

Panelists will present findings from a comprehensive study of domestic violence shelters in eight states. Data were collected from 3,410 residents in 215 domestic violence shelters — 81 percent of the shelters. The first of its kind, this descriptive study seeks to fill a gap in current knowledge about the needs and experiences of domestic violence survivors who turn to shelters for help and the type of help they receive. Implications for policy and programming will also be addressed.

Chicago Ceasefire

CeaseFire is an evidence-based, data-driven intervention designed to stop shootings and killings in high-incidence neighborhoods by directly intervening with those who are most likely to be involved in a shooting and by building support for alternatives to violence in those neighborhoods. Panel members will share their experiences “on the ground” mediating conflicts and working one-on-one with high-risk individuals.

What Works in Offender Supervision

This NIJ Conference Panel highlights findings from NIJ projects that evaluated strategies to enhance the supervision of offenders in the community. Researchers discuss the effectiveness of fair, swift and certain sanctions for high-risk probationers in the Hawaii HOPE program. Panelists also provide empirical evidence on the effectiveness of electronic monitoring — including the use of GPS tracking — for medium- and high-risk offenders on supervision and upon completion of their supervision sentence.

Domestic Violence Research 15 Years After VAWA

Since the passage of the Violence Against Women Act, a majority of the more than 250 research and evaluation studies funded by NIJ examined domestic violence issues. This research has been collected in the Compendium of Research on Violence Against Women, which includes an abstract of each grant and the results of completed studies.
