Abstract
This article discusses a personnel system employed by the Sheriff's Department of Orange County, CA, that identifies commendable actions and problematic trends of the department's deputies. The Personnel History Index (PHI) tracks emails, phone calls, and verbal compliments to ensure that deputies receive the recognition that they deserve. The department plans to integrate the PHI with five other databases - internal affairs, traffic collision, use of force, workers' compensation claims, and civil litigation claims - to allow administrators to conduct comparative analysis and identify problematic trends of officers. The department decided to implement the new system for several reasons: to reduce litigation costs and injuries to employees by identifying risk factors and improving performance.
