NIJ seeks applications from States and units of local government for funding to identify, review, and investigate "violent crime cold cases" that have the potential to be solved using DNA analysis and to locate and analyze biological evidence associated with these cases. Experience has shown that cold case programs can solve a substantial number of violent crime cold cases, including homicides and sexual assaults. Advances in DNA technologies have substantially increased the successful DNA analysis of aged, degraded, limited or otherwise compromised biological evidence.

With this solicitation, NIJ is seeking proposals from States and units of local government for novel and innovative methodologies for improving the efficiency and capacity of public forensic DNA laboratories through the development and adoption of an improved laboratory process, which may involve the purchase of LIMS systems, additional equipment or robotics, an expert system, or hiring additional personnel and/or contractors to help implement the innovative process.

NIJ is seeking applications from States wishing to receive funding to help defray the costs associated with postconviction DNA testing of forcible rape, murder, and nonnegligent manslaughter cases in which actual innocence might be demonstrated. Funds may be used to review such postconviction cases and to locate and analyze biological evidence associated with these cases.

With this solicitation, NIJ is seeking proposals to search, evaluate, select, and conduct DNA analysis on violent crime “cold cases” (i.e., old, unsolved cases) that have the potential to be solved through DNA testing. Experience has shown that such cold case review programs can solve a substantial number of homicides and rapes. Recent advances have improved the ability of analysts to successfully use DNA from biological evidence that is old, of poor quality, or limited in quantity.
