Specifically, this report assesses the viability of the baseline survey's quasi-experimental design and the adequacy of results in meeting the requirements of a full impact evaluation. The report presents the results of community surveys, a summary of neighborhood-wide indicators appropriate for impact assessment, and methodological details. The survey results are discussed in terms of target and comparison neighborhoods for all sites combined. Survey results are discussed in relation to the availability of neighborhood-level, records-based data useful for evaluating impact. 10 tables, 15 references, and 4 appendixes
