The National Clearinghouse for Science, Technology and the Law at Stetson University College of Law, National Institute of Justice, fiscal year June to June

This award will provide the Stetson University College of Law with funding to continue the objectives set forth in their original cooperative agreement with the National Institute of Justice. The 2003 program laid the groundwork for a single source that allows judges, lawyers, scientists, law enforcement personnel and policymakers to navigate all existing case law, journals, reports, proceedings, and other available scientific, technological , and relevant legal resources. The 2004 National Clearinghouse for Science, Technology and the Law will continue to develop online resources; build partnerships with law schools, professional associations, federal and state agencies; host the National Conference on Science, Technology and the Law; and convene community acceptance panels.

The purpose of this proposal is for the National Clearinghouse for Science, Technology and the Law to continue the 2003 and 2004 program that was built on the pilot program, Resource Guide for Users of Science and Technology, developed pursuant to the National Forensic Science Technology Center's (NFSTC) Cooperative Agreement #2000-RC-CX-K001 with the National Institute of Justice. The National Clearinghouse for Science, Technology and the Law will specifically: (1) Continue the development of the online resource, www.ncstl.org; (2) continue to build partnerships with law schools, professional associations and federal and state agencies; (3) convene Community Acceptance Panels; (4) continue the development of distance educations modules; (5) continue building an important reference collection of law, science and technology literature for interlibrary loan and (6) develop primers on law, science and technology topics.

The purpose of this proposal is for the National Clearinghouse for Science, Technology and the Law to continue as supplement #3 to cooperative agreement #2003-IJ-CX-K024. The Clearinghouse assembles all available scientific, technological, and relevant legal resources in one comprehensive database with equal access for all. See www.ncstl.org This program has laid the groundwork for a single source that allows judges, lawyers, scientists, law enforcement personnel and policymakers to navigate all existing case law, journals, reports, proceedings and other resources. Under the President's DNA Initiative, NCSTL will provide training for defense counsel who are handling cases involving biological evidence on the applications and limitations of DNA evidence as stated in the President's DNA Initiative. NCSTL will work closely with the NIJ and an expert Advisory Group to develop training that will provide defense attorneys with the general knowledge of the uses of DNA evidence in judicial proceedings as it pertains to discovery and ethics, proper closing arguments, case assessment, etc. nca/ncf
