The result of an analysis of the National Institute of Justice (NIJ) Surplus Property Program, which focuses on drug law enforcement, is the recommendation that NIJ assume management of the program under Section 1208 of the Defense Authorization Act.
Abstract
There is support for the recommendation in the Department of Defense, the Defense Logistics Agency, and the law enforcement community. It is envisioned the recommended organizational and management structure will be in the best interests of Federal, State, and local law enforcement. Additionally, it is recommended the Surplus Property Program be expanded to include all law enforcement and correctional purposes, eliminating the restriction to drug law enforcement. Access to and operation of excess military aircraft by State and local law enforcement agencies is discussed, and a draft interagency agreement between the Department of Defense and the Department of Justice is included.
