This project's goal was to develop a Global Reference Architecture (GRA) Service Specification Package (SSP) for the transfer of offender tracking records from one offender tracking system to another.
Abstract
This capability will facilitate a criminal justice system's transfer of offender tracking data from one offender tracking provider to a new provider when an existing provider's contractual relationship ends and a new provider is contracted for offender data processing. In addition, this SSP could provide a foundation for future information exchanges among multiple criminal justice agencies and the various offender tracking system providers operating in the United States. The project was successful in developing a GRA Service Specification Package that enables an agency responsible for offender tracking to transfer offender tracking information from one system to another. Called the Offender Tracking Record Transfer Service Specification, it contains all artifacts, including a NIEM IEPD, sample vendor offender tracking system records, and a record transformation example that facilitates implementation of the service in a real-world environment. The system was submitted to the Global Justice Information Sharing Initiative (Global) for adoption as a reference service specification on September 14, 2015. Global is a Federal Advisory Committee (FAC) that advises the U.S. Attorney General on justice information sharing and integration initiatives. The Global Standards Council will review the system and provide feedback for any modifications and its recommendation regarding adoption of the SSP. This report encourages criminal justice agencies to reference the SSP in future RFPs for the acquisition of an offender tracking system that would require preservation of current offender tracking records. 6 figures
