Law enforcement chiefs and administrators are guided in assessing an agency as a whole and specific areas such as community policing, crime prevention, crime analysis, training, and strategic planning. The guide identifies indicators of problems in each of these areas, and suggestions are offered for ways to maximize resources and improve efficiency.
