This is the National Institute of Justice’s (NIJ) annual report on research, development, and evaluation for Fiscal Year (FY) 2023, pursuant to Title I of the Omnibus Crime Control and Safe Streets Act of 1968 and Title II of the Homeland Security Act of 2002. NIJ was able to focus more directly on our priorities promoting impactful research in FY 2023, including fostering rigorous and inclusive research that informs efforts to promote safer communities and more equitable justice systems. Every FY 2023 research and evaluation solicitation alerted applicants that NIJ would give special consideration to applicants whose proposed methodologies included meaningful engagement with people who have professional expertise in the topic of study as well as those who have experienced the justice system. NIJ continued to fund research on racial equity in FY 2023 as it has for many years through the W.E.B. Du Bois fellowship program. This and other newly funded research projects aligned with the priority to support research that identifies and mitigates biases in both the topic of study and the research process itself. Another priority to ensure that the evaluations that NIJ funds include robust implementation fidelity components was also addressed through several new project awards. In FY 2023, NIJ hosted is first research conference in 12 years. This focused on the priority of translating research into actionable information that promotes change in the field. The theme of NIJ's 2023 Research Conference was “evidence to action,” and NIJ's goal was to bring researchers and practitioners together to learn about the latest research evidence and how it can be implemented to promote safety, equity, and justice. In FY 2023, NIJ also continued to release products describing research findings in straightforward language for ready action.
