The Los Angeles Police Department embarked on a strategic planning process in 1993 that encompasses detective, juvenile, and police patrol components, as well as community policing and centralization versus decentralization of the police department.
Abstract
The detective component is essential in providing an adequate level of police services to the community. Goals of this component include budgeting for more detectives and better technology. The juvenile component is important because juvenile offenders represent one of the most significant populations that commit violent crimes in Los Angeles. Goals of this component are to reduce youth violence and crime, prevent at-risk youth from entering the juvenile justice system, coordinate efforts of youth resources, and develop programs that focus on the family unit and assist troubled youth. The patrol component is divided into six subcomponents: uniformed operations, narcotics, vice, traffic, gangs, and community relations. Full reports submitted by each component of the strategic planning process are included. Each report covers issues, relevant future aspects, strategic goals, situational analysis, and proposed strategies. Tables and figures
