Oregon's FY 2016 Sexual Assault Forensic Evidence - Inventory, Tracking and Reporting Program

To successfully fulfill the identified gap in the tracking and reporting of SAKs, OSP is requesting consideration of an award of SAFE-ITR grant funding to contract with a qualified vendor to develop software for a secured automated tracking system. The automated system would inventory and track all sexual assault kits, from the time the distributor sends the kits to the medical facility, to when OSP retrieves the SAKs, to the time it remains at the patrol office, and then sent to the OSP forensic laboratory for processing, to the reporting of the DNA results from the laboratory and finally the disposition of the case. The tracking system would be offered and available to law enforcement agencies, medical facilities, and prosecuting attorney's offices at no charge, for data entry and tracking. A very important feature of the tracking system would include availability of certain data, including location of the kit, and date(s) of testing and results, accessible by sexual assault survivors.
In addition, OSP would also like to request grant funding to hire a Program Analyst 4 (PA4) position that would work directly with the chosen vendor on the implementation and administration of the tracking system, as well as provide training to appropriate agencies on the use of the system (how to access, login, how to enter information, how to check status, anonymous versus non-anonymous SAKs, information for survivor, SB 1571, etc.) data reporting and continued evaluation the tracking system. ca/ncf
