Description of original award (Fiscal Year 2014, $269,973)
DSS works with State and local police departments and the DCJs Cold Case Bureau to prioritize case and sample processing from violent crime cold cases, with capacity limited to approximately one case per month. Funding will allow DSS to hire a Project Coordinator to focus on location of evidence presently retained in the laboratory from previous examination when current DNA technology was unavailable. DSS will also use grant funding for supplies and overtime dedicated to bringing cold cases to a timely resolution, with the ancillary benefit of allowing the laboratory to continue to improve its turnaround time for all stakeholders. DCJ will use grant funding to secure a dedicated durational Criminal Analyst to work on cases relevant to the Project. Criminal Analyst responsibilities will include: organizing and scanning of relevant cold case investigative files; cross-referencing case information; identifying and determining the custody of physical evidence that is appropriate for DNA testing; developing graphic evidence through computer software; cataloging and assessing data received from electronic communications sources; and assisting prosecutors and inspectors by coordinating communication with victims and witnesses. ca/ncf
