Description of original award (Fiscal Year 2004, $202,000)
This is a proposal to review less-lethal technology developments, conduct an operational needs assessment, and perform related topical research for less-lethal weapons.
Task 1
The first part of this effort will review EMD use. Using existing LASD data, INLDT will perform an independent evaluation of this data to verify claims for example and not limited to:
+ Reduction in the number of deaths [deaths prevented]
+ Effectiveness of device
+ Reduced injuries to officers, suspects and bystanders
A final report will be submitted as a deliverable detailing the effort. The report shall be focused toward police and not contain any information that is restricted.
Task 2
This effort will bring together a select group of expert practitioners to develop and discuss operational scenarios for less-lethal devices. This session will be conducted in the US for primarily US law enforcement operational needs.
