This report proposes steps for the upgrading of the Daphne Police Department (Alabama) to acceptable standards over the next few years.
Abstract
As a result of growth within the old corporate limits and the recent annexation of Lake Forest, Park City, and Jackson Oaks, the city of Daphne has more than tripled in population and expanded its corporate limits to two-and-one-half times its previous size. A high rate of population growth as well as business activity in the city are projected to continue through 1990s. In order to adequately serve the city and to provide an acceptable level of public safety and protection to citizens, the Daphne Police Department must be better planned, better equipped, and have better facilities. The proposed plan will require more than doubling the sworn officer force and increasing total department personnel to 49 by the year 1995. It will require additional vehicles, a computer system, and a new UHF communication system with dedicated police channels. Finally, it will require the construction of a new police station and jail. As a result of this program, the department's annual operations and maintenance budget is expected to increase from its 1989 level of approximately $681,500 to a 1995 level of approximately $1,348,000. The proposed capital improvements are projected to cost approximately $900,000 during the planning period, with the estimated cost of the new police building accounting for over 97 percent of this amount. A Police Operations and Procedures Manual is being prepared as part of the Development Program and will be published as a separate document. Strict adherence to adopted policies and procedures will significantly reduce the liability of officers, the department, and the city in the performance of police operations. 11 tables and 38 figures
