Description of original award (Fiscal Year 2014, $1,310,522)
The CA-IPs will form the California Postconviction DNA Assistance Program (CADNAP), with the California Governor's Office of Emergency Services (Cal OES) having oversight responsibility. Funding will afford CADNAP the resources to proactively identify and pursue postconviction DNA testing in appropriate cases of violent felony offenses. Cal OES and the Ca-IPs have established five goals for this proposal: (1) to identify and review postconviction cases of violent felony offenses, where DNA test results might raise a reasonable probability that, in light of all the evidence, the convicted person's verdict or sentence would have been different; (2) to locate and secure biological evidence associated with qualifying cases; (3) to conduct DNA tests when deemed appropriate; (4) to analyze the test results for the purposes of pursuing legal relief; and (5) to produce a final report that shares its findings with Cal OES and NIJ grant officials.
