This award supplements funding for 2013-MU-CX-K003. This award was competitively made in response to a proposal submitted by the Rand Corporation to a National Institute of Justice FY 2013 solicitation: "Identifying the Highest Priority Criminal Justice Technology Needs". In its application, the RAND Corporation proposed to conduct a study to identify and prioritize the technology needs of the three criminal justice (CJ) communities of practice identified in the solicitation: law enforcement, corrections, and courts. The study will produce annual reports on technology needs in the three communities, as well as more frequent shorter topical and other analyses to inform NIJ's technology research, development, test, and evaluation activities. Additionally, as part of the Comprehensive School Safety Initiative funded in the Department of Justice Appropriations Act, 2014(P.L. 113-76) RAND will host focus groups to access the unique technology needs associated with preventing and responding to criminal acts of iolence in K-12 schools, both public and private. nca/ncf

As submitted by the proposer: The objective of this work is to understand and prioritize the technology needs of three criminal justice (CJ) communities of practice law enforcement, courts, and corrections. The project will apply rigorous methods to produce validated and defensible results suitable to inform NIJ's technology research, development, test, and evaluation investments.

The award funds the continuation of ongoing comprehensive data gathering and analysis efforts addressing all three criminal justice (CJ) communities: law enforcement, corrections and courts. A multidisciplinary team of organizations will continue to advance the agenda of this effort, including the RAND Corporation, the Police Executive Research Forum, RTI International, and the University of Denver. In addition to the partners strong links to practitioners, the team will directly involve practitioner organizations to leverage their knowledge and capabilities.
The study will produce reports on technology needs in the areas of focus identified in the proposal. As has been done to date, data from group decision-making exercises will be de-identified, documented, and made available in online tools to allow users to interact with the data itself.
This project contains a research and/or development component, as defined in applicable law, and complies with Part 200 Uniform Requirements - 2 CFR 200.210(a)(14).
