Description of original award (Fiscal Year 2009, $282,096)

Among other purposes, the American Recovery and Reinvestment Act provides funds to preserve and create jobs and promote economic recovery and to provide investments needed to increase economic efficiency by spurring technological advances in science and health. In addition to supporting the goals of the Recovery Act, this project also supports the purposes of the Byrne Justice Assistance Grant Program by helping to increase the economic efficiency and effectiveness of law enforcement activities. This project will address law enforcement technology requirements and priorities in the areas of ' officer safety, public safety, decision-making, and information sharing. In consideration of the goals, objectives, and intended impact of the Recovery Act, priority consideration has been given to proposals that demonstrate the potential for increasing law enforcement efficiency and effectiveness and/or support job creation or preservation on an expedited time frame. The award recipient proposes to develop the Geo-Query application, which will geo/time stamp any query made from a device that has location-based capability (such as vehicles with Global Positioning System capability or handheld devices with location-based services) and transfer this information into a database that can be used for conducting analytics.
This project supports the goals of the American Recovery and Reinvestment Act by increasing the effectiveness of law enforcement by providing a more affordable solution to improved situational awareness than currently exists. The information gained through improved situational awareness should lead to improved law enforcement resource planning and management, improved crime trend prediction and analysis, and a more effective law enforcement response overall. This project will also create or preserve approximately three full-time equivalents (personnel) for the period of the award. This job preservation/creation will be implemented expeditiously.
