The Utah Technical Assistance Program (UTAP)proposal will fund Cold Case DNA Testing to target specifically small rural agencies. UTAP is a 12-member consortium of federal, state and local prosecution, law enforcement, and a crime laboratory. Currently 1,000 cold cases are on record at 150 sheriff and police departments in 29 Utah counties with a population of 2.5 million people. UTAP will use a multi-dimensional approach to cold case DNA testing. Their task force over the past 2-1/2 years has produced remarkable results on cases ranging from 19-40 years old.
