Description of original award (Fiscal Year 2008, $257,316)
The purpose of these funds will be to hire 4 part time investigators with law enforcement and homicide experience to review cold cases for DNA analysis in collaboration with the Oregon State Police Crime Laboratory. Review of 223 cases dating back from 1976 will be assessed and all viable DNA will be uploaded into CODIS. Full time investigators will also be hired to follow up and prioritize cases along with the legal resources that are available. Portland Police Bureau has an existing Cold Case Homicide unit with protocols in place to review, investigate and prosecute cases. Since 2004, 9 cases have been solved. Implementation of funding would be immediate since there would be minimal start up delays.
