Description of original award (Fiscal Year 2008, $399,880)
The purpose of these funds will be to identify, review, and prioritize homicide and sexual assault cold case crimes in Jackson County, Missouri. This will be accomplished with the coordinated and cooperative effort of committed partner agencies. These partner agencies are the Kansas City, Missouri Police Department Sex Crimes Cold Case Unit and the Kansas City Police Crime Laboratory. This effort will be directed by an established investigative memorandum of understanding (MOU). Goals of this process will be to assess the potential DNA testing, increase the number of violent offenders who are identified through DNA evidence, file charges in one-hundred percent of the cases tested by the lab and investigated by the police and seek to win convictions, not to simply 'clear' cases through the identification of suspects. From December 2002, the Kansas City, Missouri Police Department formed the Cold Case Homicide Squad has solved 57 homicides and accrued 48 convictions out of a total of 52 cold case DNA murder and sex crimes prosecutions. Established attributes of communication, cooperation, and collaboration between and among our partner agencies will ensure the successful implementation of this project is currently in place.
