The purpose of this proposal is to present a viable approach to the solving of cold cases utilizing Deoxyribonucleic Acid (DNA) technology by designing an investigation program specifically tailored to the current annual budget limitations of the Anchorage Police Department. The proposed program includes cold case prioritization, evidence review & inventory, screening and sampling for probative DNA, DNA testing and submission to CODIS, and follow up investigation resulting in arrest, prosecution or exoneration.
