The Aerospace Corporation proposes to develop a concept of operations design for a push-based wireless messaging system that will be capable of timely and effective alerts to the right people, in the right place at the right time. While many traditional public alert channels remain (e.g. Emergency Alert System and proprietary law enforcement systems), the proposed Geographic and Profile Specific (GAPS) Alert System is intended to "intelligently push" or transmit wireless alerts to cellular subscribers and wireless device users based upon their specific geographic location and/or their user profile. While many traditional public alert channels remain (e.g. Emergency Alert System and proprietary law enforcement systems), the proposed Geographic and Profile Specific (GAPS) Alert System is intended to "intelligently push" or transmit wireless alerts to cellular subscribers and wireless device users based upon their specific geographic location and/or their user profile. Aerospace will specifically leverage the existing Short Messaging Service (SMS) that wireless carriers have provided for years to digital subscribers. This service allows wireless service subscribers to receive short text messages of 140 - 160 characters. We will also review new and emerging protocols such as Multimedia Messaging Service (MMS), which would allow for photos, maps, and audio alerts to be sent to end users. ca/ncf
