These funds to Eastern Kentucky are for the continued operations and maintenance of the Rural Law Enforcement Technology Center (RULETC). The programs and activities outlined in this proposal are intended to support the rural law enforcement community throughout the United States. Many of the efforts of the RULETC will serve to complement programs in existence at many of the NLECTC Centers, and leverage the capabilities of those existing programs in support of the nation's rural law enforcement agencies. Through these partnerships the RULETC will serve as an "honest broker" in providing technology-based solutions for rural agencies thus bridging the technology gap that currently exists between rural law enforcement and larger police agencies.

The Rural Law Enforcement Technology Center (RULETC), a specialty center within the NLECTC Center System, will support the Office of Science and Technology research, development, test, and evaluation (RDT&E) process by assisting in the identification of technology needs and operational requirements; testing, demonstrating, and evaluating new technologies emerging from the OS&T R&D cycle; and providing capacity building and technology assistance to the public safety community. The principal technology focus of the RULETC center will be to provide unique scientific and engineering advice and support to rural law enforcement and public safety agencies. These activities will be in support of the RDT&E process. RULETC will serve as a member in each of the OS&T Technology Working Groups to ensure that there is proper representation and consideration given to rural law enforcement and public safety agencies.
