This supplemental application provides tools that will address the capabilities of crime laboratories by enhancing the competency of analysts and laboratory systems to conduct and communicate the results of timely fault free testing using up-to-date technologies, or by providing quality systems support in testing and quality assurance. The programs were identified through a focus group process, as well as direct requests for assistance. Support is also requested for infrastructure related to delivery of these services.
The Competency and quality systems support applications address: 1) Development and delivery of new training programs that address competency of analysts working at a level requiring enhanced skills in areas identified in the preliminary focus groups, and transfer of material taught face to face in previous workshops and programs into products that provide the training at the user's facility through technology-based delivery. Specific subject content for this competency area will include: Aspects of drug academy; Aspects of DNA academy; Toxicology workshop; Hair workshop; and Microcrystal workshop; 2) DNA external audits are made available to all publicly funded crime laboratories conducting forensic DNA testing; 3) Hair competency program collaboration with WVU/FRN to deliver: 3a) A database with images of microscopic features of hair; 3b) a series of reference standards; 3c) a set of proficiency tests; and 3d) training modules to be delivered in 2 pilot training academies.
The Community Support Initiatives includes funding support to the Association of Forensic Quality Assurance Managers (AFQAM) annual meeting for 2 years. The Infrastructure initiative supports NFSTC necessities for information technology, finance, contract administration and compliance, and executive services and administrative support.

This continuation will serve to support the development of an interactive educational and resource tool in the form of a CD-ROM from a storyboard document. Such activities will include development of specific multi-media and interactive components, which have been identified as integral to the functionality, and viability of the CD-ROM. This award will also support the development of realistic mock crime scenes and related case studies to supplement the content of the storyboard. The mock crime scenes and related case studies are designed to provide additional approaches for introducing specific case related topics that are dependent on specific kinds of DNA evidence and/or legal issues. Finally, to further ensure maximum input from end-users of this important training and resource tool, a pilot test and revision schedule will be built into the 24-month award period.

The DNA Initiative addresses the critical need of the forensic community for trained scientists in the public crime laboratories. The goal of this project is to develop, test, and evaluate a program that builds on the success of conventional DNA academies. The project does so by converting them to a format that is accessible on an ongoing and affordable basis in order to meet the growing national demand for DNA analysts. This project seeks to address quality and competency needs by meeting direct training requirements identified in the President's Initiative; developing, testing, and evaluating technology-based training as an effective means of delivering training to users; and continuing successful existing programs under this cooperative agreement.
