Project Summary for 2000-RC-CX-K001
This supplemental application provides tools that will address the capabilities of crime laboratories by enhancing the competency of analysts and laboratory systems to conduct and communicate the results of timely fault free testing using up-to-date technologies, or by providing quality systems support in testing and quality assurance. The programs were identified through a focus group process, as well as direct requests for assistance. Support is also requested for infrastructure related to delivery of these services.
The Competency and quality systems support applications address: 1) Development and delivery of new training programs that address competency of analysts working at a level requiring enhanced skills in areas identified in the preliminary focus groups, and transfer of material taught face to face in previous workshops and programs into products that provide the training at the user's facility through technology-based delivery. Specific subject content for this competency area will include: Aspects of drug academy; Aspects of DNA academy; Toxicology workshop; Hair workshop; and Microcrystal workshop; 2) DNA external audits are made available to all publicly funded crime laboratories conducting forensic DNA testing; 3) Hair competency program collaboration with WVU/FRN to deliver: 3a) A database with images of microscopic features of hair; 3b) a series of reference standards; 3c) a set of proficiency tests; and 3d) training modules to be delivered in 2 pilot training academies.
The Community Support Initiatives includes funding support to the Association of Forensic Quality Assurance Managers (AFQAM) annual meeting for 2 years. The Infrastructure initiative supports NFSTC necessities for information technology, finance, contract administration and compliance, and executive services and administrative support.
