Assistant Chief North has served with the Alexandria Police Department for more than 21 years. His work and research interests focus on public safety management, program evaluation, community-centered performance measures, and the use of data to improve effectiveness, efficiency, staffing, technology, and organizational performance.
Assistant Chief North is pursuing a Doctorate in Public Administration at Liberty University and holds a Master of Public Administration from George Mason University. He also earned an undergraduate degree in Criminology and Criminal Justice from the University of Maryland, a graduate certificate in Public Safety from the University of Virginia, a graduate certificate in Emergency Management and Homeland Security from George Mason University, and a Certified Public Manager designation from George Washington University.
Assistant Chief North is a graduate of the FBI National Academy, PERF’s Senior Management Institute for Police, Northwestern University’s School of Police Staff and Command, and the Metropolitan Washington Council of Governments Institute for Regional Excellence. In addition to serving as a National Institute of Justice LEADS Scholar, he is also a National Policing Institute Executive Fellow, and Advisory Board Member for the National Counterterrorism Innovation, Technology, and Education Center.
