This online forum (audio and slide presentations) - the first of four in a series on sexual violence co-sponsored by the Ashland Center's Government Innovators Network and the National Institute of Justice - consists of four panel presentations that examine the features, implementation, and evaluations of the effectiveness of sex offender residency restrictions.
Abstract
One presentation reviews the legislative history of sex offender residence restrictions, sex offender reports of the consequences of residence restrictions, perceptions of the utility of residence restrictions in preventing recidivism, and various groups' statements against residence restrictions. A second presentation reviews the premises on which sex offender residence restrictions are based and presents data that challenge these premises. A third presentation focuses on the tools of mapping and analysis used to implement residency restriction laws, followed by a review of residency restrictions for sex offenders in New Jersey. Another presentation uses GIS data to examine the impact of reducing housing options for sex offenders.
