This project seeks to assess the validity and reliability of Bureau of Justice Statistics (BJS) data regarding citizen complaints about police use of force. These data were collected as part of the 2003 and 2007 Law Enforcement Management and Administrative Statistics (LEMAS) surveys. The proposed project will begin by merging the two waves of LEMAS data for all self-representing municipal police agencies, and examining the degree of stability in citizen complaint and sustain rates from 2003 to 2007. ca/nfc
