This proposal will continue an established Cold Case investigative unit within the Oakland Police Department's (OPD) Special Victims Unit. Investigators will work with the Criminalistics Laboratory and the Alameda County District Attorney's office Cold Case Unit. Based upon past experience with DNA profiles obtained from suspectless cases, a 35% 'Hit-Rate' through local, state, and national CODIS searching anticipated as a result of this project.
