The Research Foundation of SUNY proposes to develop resource management functionality based on a study of fundamental problems associated with allocating resources in the air interface and radio access network (RAN), and serving applications with various QoS requirements. In particular, they will consider the interactions involved: resource allocation across multiple network layers, the effects of air-interface management on the RAN, and conversely the effects of resource management actions in the RAN on the air-interface. The researchers will also develop effective and scalable resource management techniques for IP-based backhaul networks, consider the effects of handoff on backhaul resource management and overhead and develop efficient aggregation mechanisms, while ensuring fairness to facilitate sharing of resources by agencies. The proposed work will be simulated extensively for functionality and scalability, and verified through a test-bed.
