Description of original award (Fiscal Year 2005, $419,995)

Virginia Tech's Center for Wireless Telecommunications, in collaboration with Science Applications International Corporation (SAIC) and Innovative Wireless Technologies (IWT), propose to develop a software cognitive engine for public safety applications that will turn any frequency and modulation capable software defined radio into a public safety cognitive radio (PSCR). The cognitive engine will respond to the commands of a properly authenticated operator by configuring the radio for whatever combinations of waveform, protocol, operating environment, channel conditions, link performance, etc., and adjust the radio's settings to deliver the needed quality of service subject to an appropriate combination of user requirements, operational limitations, and regulatory constraints. ca/ncf
