2003 Computer Crime Center CLIP Grant

Given the limited number of law enforcement resources to address computer crime at the federal level, state and local law enforcement agencies have been required to respond with more advanced, technological approaches to traditional crime investigation and examination of evidence. Over the past three years, SLED has established a statewide capability to assist local law enforcement agencies with more sophisticated crime investigations and examination of computer and electronic evidence. On Decemeber 17, 2002, SLED announced the opening of a new 8,500 square foot facility housing the South Carolina Computer Crime Center (CCC). The CCC is a joint partnership with federal agencies and their investigative resources, to include the Federal Bureau of Investigation (FBI) and the United States Secret Service (USSS). Additional federal partners include the U.S. Customs Service and U.S. Postal Inspectors which provide assistance on a part-time basis. Grant funding will continue to help SLED offset the high costs of procurement, services and training, as well as to assist SLED in addressing the new requirements in the South Carolina Homeland Security Act for lawful interceptions of communications.

The South Carolina Law Enforcement Division plans to increase the number of investigations of high tech and computer crimes by providing training to local law enforcement and SLED agents regarding the investigation of high tech and computer crime, enhancing the criminal investigation and prosecution of computer and electronic crime through cooperation with state, federal and local law enforcement organizations, and developing a cyber terrorism plan and proactive training plan to address potential responses to an incident.

The overall objective of this award to the South Carolina Law Enforcement Division (SLED) Forensic Services Laboratory is to provide a means for replacing aging equipment, improving functionality of individual departments, and providing needed training for employees.
