The South Carolina Research Authority (SCRA), through the National Law Enforcement & Corrections Technology Center-Southeast (NLECTC-SE), will work in tandem with 20 participating agencies to help develop an integrated, systematic approach to monitoring daily activities in the Port of Charleston and a mechanism to facilitate port security operations under all conditions as part of project SEAHAWK. Specifically, NLECTC-SE will assist the participating agencies with technology assessment and integration solutions. In doing so, the center will: (1) Identify the capability of each participating agency's current systems for communications, command and control, and information gathering and sharing; (2) Identify requirements to support SEAHAWK in those same areas; (3) Identify the level of interoperability required for systems among all participating agencies; (4) Develop a plan to resolve operational and interoperability problems, and implement the approved plan by installing software, equipment and/or furnishings; (5) Evaluate the latest and most cost effective technology available, and identify and recommend the best technology to support mission requirements and implement these changes and updates; and (6) Once SEAHAWK is operational, evaluate new sources of digital information, data management, and command and control data systems and make recommendations and implement the approved updates/enhancements to further mitigate port security risks, reduce vulnerability to terrorist attack, and improve response to attacks and natural disasters.

South Carolina Research Authority (SCRA), through the National Law Enforcement & Corrections Technology Center-Southeast (NLECTC-SE),will coordinate and facilitate an in-process review of NIJ's communications interoperability/information sharing projects in conjunction wit the Law Enforcement Information Management (LEIM) Conference and Exhibition. In addition, the funds provided will enable NLECTC-SE to cover travel expenses for practitioners participating in this outreach/feedback effort.

South Carolina Research Authority (SCRA), through the National Law Enforcement & Corrections Technology Center-Southeast (NLECTC-SE), will conduct Phase III of the Upstate Law Enforcement Communications Initiative, which will provide continued support to complete the coordination and assistance in communications recommendations for the State of South Carolina for public safety needs and resources, as current systems are failing or inadequate. The increasing complexity, size, and frequency of disasters and emergency incidents are escalating the requirements for coordinating multi-agency response among different levels of government. Phase III funding will help to complete the assessment and update/replace communications systems for 10 coastal plain counties in South Carolina.

South Carolina Research Authority (SCRA), through the National Law Enforcement & Corrections Technology Center-Southeast (NLECTC-SE), will continue support for the Low Country Information Technology Improvement Project (ITIP), aimed at integrating the information systems of six law enforcement agencies in South Carolina, to assist in solving cases by allow secured electronic information sharing across jurisdictional boundaries. During Phase I of the project, NLECTC-SE facilitated the development of the architectural concepts and operational requirements for the regional network. In addition, the center conducted the system-test portion of the project with a good degree of success. During Phase II, system enhancements are planned to increase sharing of data to include such elements as vehicles, property, narrative text, and incident location information.

South Carolina Research Authority (SCRA), through the National Law Enforcement & Corrections Technology Center-Southeast (NLECTC-SE), and in partnership with the Space and Naval Warfare Systems Command, is advancing the development of Software Radio - a promising new technology - and developing prototype voice communication platforms utilizing software radio technology for field demonstrations and evaluation. Software Radio is a wireless communications device that performs its entire signal processing using portable application software. This technology will enable different radios operating on different bands to communicate with each other. The core technology uses wide-band digitization prior to any signal processing, and it performs the entire signal processing using modular software. The result is an extremely flexible wireless communications device that will provide a solution to the challenges of interoperable voice communication in response to day-to-day events and critical incidents by police, fire, EMS, and other public safety agencies.

In 2003, the US Attorney's Office (USAO) for the District of South Carolina requested assistance from the National Law Enforcement and Corrections Technology Center - Southeast (NLECTC-SE) in providing technology oversight of their efforts to reduce gun violence. A project was begun as part of the US Attorney General's Safe Neighborhoods initiative. Subsequently, ShotSpotter, Inc was contracted by the USAO to install its gunshot location system in the cities of Charleston and North Charleston, South Carolina. As part of the demonstration Project, the NLECTC-SE has provided continuing technology assistance and evaluation. Based on an operational evaluation, NLECTC-SE subsequently requested that ShotSpotter meet two system enhancements for public safety. Those enhancements are to 1) eliminate the telephone lines currently required connecting ShotSpotter sensors to the central monitoring location and 2) provide immediate Distributed and wireless event updates to officers. With implementation of these enhanced objectives, new uses for ShotSpotter will become possible, such as rapid deployment, mobile deployment for tactical situations, coverage of narrow corridors (such as highways), and higher bandwidth allowing better identification of incident types. Funding for this project will assist in the system modifications, redeployment of the new system, and continuing evaluation/reporting of the project in order to determine uses and effectiveness.

The goal of this research is to gain a better understanding of how the locations at which crimes are committed might be modeled precisely enough utilizing centrographic measures, so as to delineate an optimal search area in which to look for the home or fixed base of an offender. Other objectives of this research include measuring the distances offenders travel to commit different crime types, as well as the influences if, any the characteristics of street and road layouts in urbanized and non-urbanized areas have on the distances offenders travel to commit an offense. It is hypothesized that the centrographic metric of center of minimum distance is an optimal method for defining a search area from which to locate an offender's home base. Error measurements and a control method will be set and the statistical significance of the method will be etablished. This will be an 18-month project. Products of the research will include a final narrative report, a technical report, assessment of the method, and a model for defining an optimal search area from which to look for the home or fixed base of an offender.

The Port of Charleston is the 4th largest container port in the United States. Maritime security is a major concern and for Charleston, is being coordinated by Project Seahawk, a local, state, and Federal agency task force under the direction of the U.S. Attorney's Office for the District of South Carolina. The National Law Enforcement and Corrections Technology Center (NLECTC) Southeast is the Task Force's technology partner. As part of this initiative, this supplement will procure, implement, test and evaluate a system incorporating backscatter and high energy transmission X-ray technology. Ideally, this technology will be used to conduct preliminary inspections of cargo containers, then depending on the outcome, may be selected for a more precise inspection.

The National Law Enforcement and Corrections Technology Center - Southeast (NLECTC-SE) will support the Office of Science and Technology research, development, test, and evaluation (RDT&E) process by assisting in the identification of technology needs and operational requirements; testing, demonstrating, and evaluating new technologies emerging from OS&T R&D cycle; and providing capacity building and technology assistance to the public safety community. The principal technology focus of the NLECTC-SE will be corrections, crime mapping, and school safety activities. These activities will be in support of the RDT&E process. NLECTC-SE will serve as the Technology Coordinator for the Corrections, Crime Mapping, and School Safety Technology Working Groups. nca/ncf
