Listen to James Doyle discuss the basics of a "sentinel event" review in the criminal justice system. This learning-from-error approach borrows from principles that medicine, aviation and other high-risk enterprises have successfully used. Former NIJ Fellow Doyle offers the basics to understand this innovative idea that takes a system-wide perspective of error, bringing all stakeholders together in a non-blaming, forward-looking way after a bad outcome, such as a wrongful conviction, occurs.

The 2009 NIJ Conference kicked off with a blue-ribbon panel of leaders with expertise in urban issues as they relate to homicide. These experts will discuss promising approaches that have resulted in reduced violence and community empowerment.

Criminals are using cell phones illegally in prisons and jails to conduct their business and intimidate witnesses. Although technology solutions to this problem are available, they can create new challenges, such as legal and implementation issues associated with cell phone use in correctional facilities. Panelists will discuss various aspects to consider from how prisoners use cell phones, to day-to-day and operational aspects, to legal and regulatory concerns.

Panelists will present NIJ research on elder mistreatment in noninstitutionalized adults as well as tools for measuring the financial exploitation and psychological abuse of the elderly. A recently completed telephone survey of more than 6,500 older adults living in the community provides the most accurate estimates of the prevalence and incidence of physical, sexual, financial and emotional elder abuse. A second study used state-of-the-art science methods to develop a tool that measures the financial and psychological abuse of elders.

Mary Louise Kelley, Director of the Family Violence Prevention Services program at the Department of Health and Human Services, is joined by Anne Menard, Director of the National Resource Center on Domestic Violence, and Eleanor Lyon, the principal investigator to discuss a study focused on nonresidential domestic violence services.

CeaseFire is an evidence-based, data-driven intervention designed to stop shootings and killings in high-incidence neighborhoods by directly intervening with those who are most likely to be involved in a shooting and by building support for alternatives to violence in those neighborhoods. Panel members will share their experiences “on the ground” mediating conflicts and working one-on-one with high-risk individuals.

NIJ has established a new standards development process based on Special Technical Committees whose members include practitioners, scientists, researchers, subject matter experts, staff of test laboratories and major criminal justice stakeholder organizations, and representatives knowledgeable in standards development and conformity assessment. The members collaborate to develop the standard and ensure that practitioner needs are addressed.

Panelists will summarize the progress and results of sexual violence research since the passage of the Violence Against Women Act of 1994. The panel will also examine how research has contributed to policy, assess current knowledge gaps and discuss research needs.

This panel will feature NIJ-funded research that has direct, practical implications for the prosecution of elder abuse cases. Panelists will present findings from a study of prosecutors in three states that examined the factors that influenced their decisions to prosecute elder financial abuse cases. The panel will also provide the results from an evaluation of five innovative court-based models that target perpetrators of elder abuse.

In the post-Sept. 11 era, criminal justice and homeland security professionals have been bombarded with a flood of studies on terrorism. Some of the best researchers in the field provide a practical session on evaluating terrorism studies. What should the inquisitive professional look for when presented with different methods? How can professionals publish what they see and engage experts in the field?

This NIJ Conference Panel will explore the development and use of evidence-based policies, programs and technologies to improve effectiveness and efficiencies related to government. Through casual observation, practices and programs may appear to be effective, but under closer scrutiny the results may look much different.
