Developing and Testing Analytics to Evaluate Information Sharing Systems

This supplements an award make under the FY 2013 National Institute of Justice solicitation: Applied Technology Research and Development for Criminal Justice Purposes. That solicitation sought applications for funding for innovative applied technology research and development projects to address the needs of law enforcement, courts, and/or corrections agencies. In its application, the RAND Corporation, in collaboration with the Automated Regional Justice Information Sharing System in the San Diego and Imperial counties of Southern California (ARJIS), proposed to develop and test methods to empirically measure the value of information sharing on criminal justice system performance. There are no existing metrics and software tools to empirically measure the value of information sharing. This makes accurately assessing the return on investment of such activities difficult to assess and measure. The Rand proposal included a two year project period with a total funding requirement of $549,761. NIJ determined to fund this award incrementally providing $357,511 in FY 2013 (see attached funding decision memorandum). The $192,250 proposed supplemental funding is to complete funding for this award. nca/ncf
