Description of original award (Fiscal Year 2009, $235,146)

The Sheriffs' Association of Texas (SAT) will evaluate lower cost aviation options for law enforcement, including innovative uses of commercially available off the shelf technology for video surveillance and observation, video downlink capabilities and air to ground law enforcement communications from lower cost aviation platforms including light sport, fixed wing aircraft, powered parachutes and unmanned aerial systems. These options will provide more affordable solutions for use as force multipliers for smaller law enforcement agencies across the country.CA/NCF

The purposes of this project include first determining the need by the law
enforcement community for lower cost aviation platforms, then determining what technology might be required to enhance the effectiveness of those platforms. This project proposes to examine technologies such as airborne still camera systems, video camera systems, video downlinks and air-to-ground law enforcement communications systems. Further, this project seeks to facilitate the exchange of information between State, local and tribal criminal justice agencies and the NIJ's research, development, test and evaluation (RDT&E) programs.
