Urban Institute proposes a multi-method approach to evaluate Returning Home; an initiative that offers permanent supportive housing to persons released from Cook County Jail who have a combination of homelessness and mental health diagnoses. Urban will evaluate whether Returning Home effectively reduces recidivism and residential instability through process, outcome, cost-benefit and transferability analyses that document the logic/operations of the program; the barriers to and facilitators of successful operations; and whether critical program outcomes are achieved. A random assignment field experiment will compare the impact of the initiative for those participating in Returning Home compared to a control group.
