Description of original award (Fiscal Year 2006, $1,322,042)
The U.S. Department of the Interior's Office of Inspector General has documented serious deficiencies in institutions for incarceration of adults and juvenile in Indian country. In response to a recommendation within the U.S. House of Representatives Conference Report No. 108-792 (2004) to study conditions of confinement in Indian country correctional facilities and the factors that exacerbate those conditions, the NIJ award recipient intends to examine how the legal and administrative arrangements for law enforcement and criminal justice in Indian country may generate or exacerbate such conditions, and inquire into what circumstances are conducive to achieving increased public safety for Indian communities and the proper treatment of detainees. Ultimately, the NIJ award recipient intends to recommend policy options to improve criminal justice and conditions of detention in Indian country.
