This dissertation study will evaluate Operation Nightwatch, a collaborative effort of the St. Louis Metropolitan Police Department, the St. Louis City Family Court'Juvenile Division, and the University of Missouri'St. Louis. In this program, juvenile offenders are randomly selected to be visited in their homes by teams that check compliance with court-ordered curfews. Those who violate their curfew are sanctioned by the court. In the ideal case, high-risk juveniles are seen three times more often than low-risk juveniles.
