This is a request to increase the funding of a project that was funded in 1999, undertaken to conduct an evaluation of a Congressionally mandated "demonstration project," in which the Bureau of Prisons was required to contract for the operations of a low-security federal prison at Taft, California.
The goals and objectives of this project remain unchanged from those stated in the original application. Those goals, briefly stated, are to determine; (1) if the private firm operating the Taft Correctional Institution (TCI) is complying with its contractual obligations; (2) if basic management and safety standards are being met at TCI; (3) how institutional performance (measured variously) at TCI compares to other government-operated federal prisons; and (4) estimated costs and savings to the government associated with contracting for prison operations at TCI.
