Juvenile Breaking the Cycle (JBTC) is a system-wide intervention designed to identify, supervise, and treat all drug using delinquents. The JBTC concept features continuous drug treatment and monitoring as the delinquent moves through - and ultimately out of - the juvenile justice system. Its principal components are (1) drug testing of all delinquents as soon as possible after arrest, (2) placement of drug involved delinquents in appropriate monitoring and treatment, (3) monitoring of compliance to court-ordered drug conditions, and (4) imposition of appropriate graduated sanctions and incentives to influence delinquent behavior. NIJ selected Lane County as the first and only JBTC site in 1998.
