PROJECT SUMMARY FOR 97-IJ-CX-0013 (S-5)
Breaking the Cycle (BTC) is a model for system-wide reform of the criminal justice system. The reform is designed to reduce substance abuse and criminal activity and to improve health and social functioning of drug-involved offenders by combining drug treatment with criminal justice sanctions and incentives. This project evaluates the demonstration programs in three cities, Birmingham, AL; Jacksonville, FL; and Takoma (Pierce County), WA. The evaluation will provide guidance to: court and treatment professionals in program operations and monitoring, policy makers in assessing the merits of investments in drug courts and treatment; and researchers in studying strategies for reducing drug use and crime. This supplement is provided to allow further analysis of data submitted from Jacksonville, FL, because the first set of data was inaccurate.
