NIJ FY24 Evaluation of BJA Byrne State Crisis Intervention Program (SCIP): Scan of Practices and Evaluability Assessments

With this solicitation, NIJ seeks proposals to examine programs funded by the Bureau of Justice Assistance (BJA) Byrne State Crisis Intervention Program (SCIP) in Fiscal Years (FY) 2022-2024. The BJA Byrne SCIP program provides funding for the implementation and/or creation of specific program areas: (1) extreme risk protection order (ERPO) programs, (2) courts response to people in crisis, (3) community-based services for people in crisis, and (4) funding for law enforcement crisis intervention programs or initiatives. This NIJ solicitation seeks research addressing two categories: (1) scan of practices of state crisis intervention activities including those funded by BJA under the FY 2022-2023 and FY 2024 BJA Byrne SCIP (anticipate one award of up to $600,000); and (2) evaluability assessments for each of the four program areas funded by BJA under the FY2022-2023 and FY2024 BJA Byrne SCIP solicitations.

With this solicitation, NIJ seeks research partnership proposals that meet the needs and missions of local justice and service provider entities — including police, corrections, courts, victim services, forensic science service providers, and community safety and adult and juvenile justice entities — and the communities they serve. These partnerships should apply a data-driven, problem-solving approach to challenges prioritized by agency partners; identify actionable and measurable responses; implement changes; and employ an action research evaluation approach to assessing the impact of interventions on desired outcomes that emphasizes scientific rigor and meaningful stakeholder engagement. These partnerships should also focus on developing the entity’s capacity to adopt data-driven, problem-solving approaches to sustain effective practices and ongoing improvement in relevant safety and justice outcomes.

NIJ FY24 Research and Evaluation on Youth Justice Topics

With this solicitation, NIJ seeks proposals for rigorous research and evaluation projects that inform policy and practice in the field of youth justice and delinquency prevention. Specifically, this solicitation seeks proposals for studies that advance knowledge and understanding in the following two categories: 1. Youth Justice Reinvestment Studies which evaluate the effectiveness, including cost-effectiveness, of youth justice system reforms and subsequent reinvestments into programs that serve youth in their communities. 2. Prevention and Intervention Program Effectiveness Studies which evaluate the effectiveness of school and community-based prevention and intervention programs.

With this solicitation, NIJ seeks to fund proposals for rigorous research and evaluation projects examining the impact of court and other criminal justice tools, practices, and policies on the administration of justice and public safety in state, local, and tribal jurisdictions. In FY2024, the solicitation is focused on four research priorities and their impact on charging, case flow, outcomes, and other prosecution functions: 1) advance prosecution practice and resource management, 2) promote fair prosecution and impartial administration of justice, 3) build prosecution data resources, research capacity, and transparency; and 4) enhance the prosecution workforce and court workgroup.

Though applications may cover a range of topics, NIJ is particularly interested in funding: (1) evaluations of federal-, state-, or locally funded efforts to combat hate crimes ; (2) research that informs strategies to prevent hate crimes; (3) research and evaluations of strategies to improve the reporting, identification, and response to hate crimes; and (4) research and evaluations of strategies to improve outcomes for survivors and their communities.

With this solicitation, NIJ seeks applications for funding of research and program evaluation projects specific to the intervention and prevention of intentional, interpersonal firearm violence and mass shootings in the United States. This solicitation has two categories: 1) research on mass shootings, including insider threat and leakage and the role of the news media and social media platforms; and 2) research on the effectiveness of campaigns implemented in school systems and/or through school personnel to encourage the parents, guardians, and relatives of school-aged children to store firearms safely and securely.

With this solicitation, NIJ seeks applications for funding for proposals to study how adopted technologies with a forensic science application impact criminal justice systems, how the implementation of forensic laboratory programs or practices broadly effect outcomes, and how changes in policies adapt the use of forensic evidence.
