The goals of NIJ's DNA Capacity Enhancement and Backlog Reduction Program are to assist eligible states and units of local government to:
- Process, record, screen and analyze forensic DNA and/or DNA database samples.
- Increase the capacity of public forensic DNA and DNA database laboratories to process more DNA samples, thereby helping to reduce the number of forensic DNA and DNA database samples awaiting analysis.
Under this program, in general, eligible applicants are given the opportunity, based on their individual needs, to determine what portion of their anticipated funding should be used for capacity building purposes and what portion should be used for analysis of forensic DNA and/or DNA database samples.

Program Income Policy
NIJ has issued a program income policy for applicants to and grant recipients of the DNA Capacity Enhancement for Backlog Reduction (CEBR) and DNA Laboratory Efficiency Improvement and Capacity Enhancement Grant Programs. The policy includes updated requirements for submitting program income declarations, and governs program income management and reporting under these programs. This policy is effective beginning December 2018 and is applicable to all applications submitted and all grant awards active on or after this date.
