Description of original award (Fiscal Year 2019, $272,275)

The goal of the FY 2019 Coverdell project is to ensure the Guam’s Forensic Science Division has the essential forensic laboratory information management system to improve the quality and timeliness for the processing and analysis of forensic evidence. The objective is to enhance the laboratory’s ability to process and analyze forensic evidence by providing the upgrade and implementation of the Starlims Forensic Laboratory Information Management System (FLIMS). Meeting this objective will improve the quality and timeliness of the forensic services provided by FSD in reducing examiners' and criminalists' time spent preparing written findings on reports; reducing current forensic case backlog; and decreasing forensic evidence processing time. The anticipated outcome of this program is the increased forensic efficiency and operations in the management, analyses and tracking of processed forensic evidence in all disciplines; the reduction of backlog forensic cases processed, and accreditation of the laboratory due to the successful upgrade and implementation of the forensic management information system.
